Frederick merchants oppose Maryland Guard encampment plan

Merchants in Frederick show little enthusiasm for hosting the Maryland National Guard encampment. They allege past contracts were ignored and groceries bought in Baltimore, depriving locals of profits. City would need about 500 to cover incidental costs. B M A may not assist this time. Some merchants still see benefits, but few are willing to fund the effort. The Baltimore and Ohio Railroad offered no assurance on baggage shipments this time. A lack of leaders to drive the effort hinders progress. Solomon Stern appointed guard at Maryland House of Correction. Luther O Derr re-elected assistant superintendent. Maj. E Y Goldsborough joins the executive committee.
