Maryland keeps graduation bar for service hours modest
State officials report that about 10 percent of Maryland high school seniors have not completed the 75 hour community service requirement, but only 111 of 43,249 students show no progress. Superintendent Nancy Grasmick says a few may not graduate solely for service, yet most can finish in summer and receive diplomas before September. The rule, approved in 1992, aims to foster volunteerism, with the class of 1997 as the first to meet the mandate.
