Many finish times vary as most count crews start tomorrow amid a reported shortage of enumerators. Officials warn imposters to expect penalties and urge residents to report suspicious visitors to police.
Philadelphia coverage notes the 1940 census begins with 140000 enumerators nationwide. It outlines the process, costs about 80 million dollars, two weeks of fieldwork, and the plan to tally results by December 1. Most workers are Democrats. wages under 2000 dollars yearly, with 100 dollars for two weeks. Enumerators will be protected by insurance and credentials. Norfolk Va March 41 Navy general court martial findings on the former Missouri skipper will be kept private until the trials of two other officers on the ship are finished. Capt William D Brown pleaded guilty to neglect of duty in the January grounding in Chesapeake Bay. He accepted sole responsibility saying the orders were his. The admiral in command said findings will be ready by Saturday but not released until Lt Cmdr Frank G Morris and Cmdr John R Millett complete their trials. Morris is the former navigator, currently on trial. Millett, former operations officer, set to begin today.
A four-alarm blaze ripped through a staff dormitory at Manhattan State Hospital early today. Seventy nine employees fled in nightgowns, one woman was injured, while about 4,000 patients nearby remained calm as flames lit the area for miles. Firefighters feared a repeat of a recent deadly blaze and rushed to contain the fire.

Three Montgomery county residents charged with failing to file Maryland income tax returns had their cases continued indefinitely in Circuit Court. State's Attorney Walter W. Dawson said charges against Vincent F. Mullican Gaithersburg Charles B. Bayly Bethesda and John York Silver Spring would be dropped as the defendants, all Federal workers, have filed returns and paid taxes since indictment last week.
Soviet air crews have been flying patrols over North China Sea routes for the past four days, radio reports quoted American shipping representatives as saying today.
Washington. March 31. Secretary of State Acheson declared that Owen Lattimore is not the architect of U S Far Eastern policy and that he never met Lattimore. McCarthy charged Lattimore as the real director of U S policy in the Far East and said affidavits and a witness would back his claim. Acheson noted Lattimore’s contacts with the State Department were limited and that Lattimore was never employed by the department. The FBI is said to hold documents related to the charges.
The Disabled American Veterans Maryland Department will convene in Frederick May 18 to 21 for its sixth annual state convention. Gen Francis Perrott chairs with Sam Weston and James Rice as vice chairs and Mayor Lloyd Culler as honorary chair. National Commander David M. Brown is invited to attend.
Annapolis March 31 Secre tary of the Navy Matthews told the Association of Naval Reserve Officers Training Colleges that the Navy hopes half its regular officers come from the program, expanding from 500 yearly reserve officers to about 2,500. He urged colleges to emphasize the defense challenge and warned funds are not limitless.
