Secretary of State Hay remains with improved health after his voyage aboard the Cretic from New York to Naples. He notes he has not yet fully recovered but feels much better and enjoyed the trip despite lingering illness.
An old advertisement extols Dr. Pierce's Favorite Prescription as aiding expectant mothers by calming nerves boosting appetite and improving sleep to ease childbirth. It cites a Virginia testimonial and offers a money back promise for cures of leucorrhea and related conditions. Dr Pierce also promotes the Common Sense Medical Adviser mailed for stamps with options for cloth or paper editions.
A dubious claim asserts that dandruff germs cause baldness and that Newbro's Herpicide destroys the germ to prevent baldness. The note urges belief, notes six week baldness from germs, and offers samples and a Detroit address for purchase.
President Roosevelt plans a full reorganization of the Panama Canal Commission. Secretary Taft asked present members to resign so the president can appoint seven trusted appointees, with announcements expected during his southern trip. The current members include Rear Admiral John G. Walker and George W. Davis.

Albany March 30 testimony before the assembly judiciary committee claims attempts were made to influence Frank Ball to disclose facts he supposedly possessed. Ball said he received 2532 dollars tied to the Fredonia post office and used it to repay Judge Hooker’s wife’s endorsed note, later returning the funds to the Fredonia postmaster. The inquiry also questioned the Minerva Jeffrey claim and notes her appointment with others without the postmaster’s knowledge. Also reported, Charlotte Walt aged 74 in Lacrosse confessed to burning her house and money to hide suicide plans, including prior burnings of certificates of deposit worth 2000 dollars.
An Abl e gray bull rampaged across Manhattan from 42nd Street to Grand Central, overturning a bicyclist and scattering pedestrians. Bystanders chased the beast toward Bryant Park and the ferry slips before it leaped into the East River and swam to a rocky ledge south of Head Wells Island, where it was hauled ashore by men in a rowboat.
In Johanstown Pennsylvania March 30 a White woman aged 26 is hurt when a Black man accosts her home, tears clothing from a two year old adopted daughter and leaves victim unconscious. Neighbors summon help as posses organize to scour the country. fear of lynching is noted if capture occurs.
In Brockton Massachusetts District Attorney Asa P French announced no evidence tied anyone to criminal liability for the I B Graver shoe factory blast that killed 58 workers last week The inquest in the police court found the explosion likely stemmed from a hidden defect in the factory boiler. Weathers notes report forest and prairie fires near Coshocton Ohio burning 500 acres with no homes lost.
In Altoona on March 30 operators and miners in central Pennsylvania failed to agree on a wage scale to take effect April 1. Operators demand a 10 percent cut for the first half of the year, miners seek renewal of the present scale. If no deal, 45,000 miners may suspend work at month’s end. National Secretary W. B. Wilson says conditions are better now, no wage reduction. A meeting is called for operators at Hotel Walton in Altoona.
Vice President Fairbanks attended a reception at the Union League in Philadelphia with about 2600 members. He spoke briefly after a banquet and later met Phi Gamma Delta and University of Pennsylvania members. He noted completing campaign tour delegations to the fraternity in various cities.
