Congress cuts Yeltsin powers and orders referendum
Moscow reports the Congress of People's Deputies stripped Boris Yeltsin of more power and approved a April 25 referendum on early presidential and parliamentary elections and on support for his market reforms started in 1992. The vote deepens the power struggle as regional administrators, placed by decrees in 1991, face potential loss of authority.
