Tax Plan Faces House Vote Amid Split Leadership

The plan seeks a graduated state income tax from 3 to 6 percent retroactive to January 1, replacing the flat 3 percent. It would boost state revenue by about 898 million and distribute 68 million in new aid to local governments on an equalization basis, with Baltimore City set to gain 89 million. The package also overhauls business taxes, replacing multiple rates with a uniform 1.95 per 100 dollars of value on inventories, repealing the utilities gross receipts tax, and moving all business under the 7 percent corporation tax. Opposition predicts possible defeat on the floor as leadership remains divided.
