Sludge debate and farm bureau action in Frederick County
Quorum issues delay a vote on a proposed southern Frederick County power plant site with a July target. Lucey notes limited support from the county Farm Bureau and urges broader outreach. The meeting focused on sludge land use with Bio-Gro Systems and Dr. Terry Logan presenting. Susan Gosling accepted funds to cover Miss Agriculture travel costs as Frederick County Farm Bureau promotes its summer picnic at Pinecliff Park and the fall meeting at Lewistown Fire Hall.

House Bill Faces Resistance Over Land Setback Rules
In January 1986 the General Assembly debated a measure set to take effect in July, drawing Eastern Shore opposition over a 1000 foot setback that could condemn land for state use. Del Horne urged trimming the rule to 250 feet. Vallario pressed for Open Space Fund reimbursement. A final form awaits possible floor return and a tight vote.

Senate considers capped school aid growth tied to pensions
The plan would cap annual state aid growth at 50 million plus 5 percent inflation, with local officials proving classroom use and legislative capability to fund. If approved, five year aid could total as little as 323.4 million, while a growth path to 616 million over five years is possible under current terms. Expected pension savings could offset the program costs.
