Carter unveils multi billion urban policy plan
President Carter disclosed a national urban policy with a multi billion dollar package for cities and neighborhoods. It includes nearly 2.7 billion in new spending and a 1 billion loan subsidy program over 30 years, plus tax breaks to spur hiring and development in distressed areas. The plan requires congressional approval and seeks a national development bank to subsidize investments in distressed cities and rural areas.
