Frederick County faces a 1970 71 budget surge with requests totaling 20 578 128 not counting a 6 444 486 school construction budget. Current expenditures 1969 70 at 16 449 875. Capital needs for roads bridges and parks drop to 563 305. Additional agency requests total 19 8 million with miscellaneous 121 872.
County commissioners heard requests from county teachers and the Frederick County Bus Driver’s Association for raises in the fiscal 1971 budget. The bus drivers seek a $1 per day raise totaling $20,680 funded by the county, with about 99 drivers threatening to turn in their keys if denied. The teachers’ package calls for a 7 percent overall raise and new salary scales raising starting pay to $6,900, increasing average teacher salaries to about $10,656, funded as part of a roughly $12 million county share of the operating budget.
Fire calls logged within 24 hours ending 10 am show incidents across city and county. Notable calls include a car fire on 16 East Third Street with Independents and truck and grass fires on Carroll Manor and Mt. Airy areas, plus field, chimney and woods fires in Walkersville Woodsboro New Midway Libertytown and Emmitsburg. Ambulance activity lists three emergencies and four routine calls.
Gov. Marvin Mandel and legislative leaders rejected any plan this year to grant counties including Anne Arundel Baltimore and nearby counties power to raise income surtaxes to 60 percent. The existing limit remains 50 percent with support from local officials including Anne Arundel County Executive Joseph W. Alton Jr Baltimore Mayor Thomas D Alesandro II and others.
The State Roads Commission awarded the Middle Creek Bridge project to C William Hetzer Inc of Hagerstown for 97 498. Work on Md 153 will start late May or early June with traffic maintained during rebuild. The bridge will widen to 30 feet and raise weight limits to 20 tons, adding a sidewalk and shifting construction sections while traffic flows.
PATCO leader F Lee Bailey urged a nationwide walkout to press safety demands as 259 air traffic controllers were absent across 11 eastern and midwestern centers. FAA warned absent workers they face contempt if they ignore court orders to return to duty.
Five of Maryland’s six largest banks announced a 1/2 point cut in the prime rate from 8 1/4 to 8 percent. Maryland National Union Trust Equitable First National Suburban joined Irving Trust in lowering the rate as banks react to tighter money demands and inflation controls.
Israeli pilots claimed five Egyptian MiG 21s shot down in dogfights over Port Said and the southern Suez Canal sector. The air combat lasted five minutes as Israeli bombers targeted military sites along the canal while remaining aircraft returned safely. In Beirut, clashes between Arab guerrillas and Falangists continued with casualties as Lebanon faced a tense political standoff.
A strong spring storm drenched Frederick County with almost 0.20 inch of rain and winds over 40 mph. Temperatures fell 18 degrees from 69 to 37, with minor outages in telephone and power service reported across the area. No major damage noted, and the weekend forecast calls for fair skies with cooler temperatures.

Frederick City and County will receive 23 400 in Federal funds through the Commission on Crime and Law Enforcement for programs to combat crime Governor Marvin Mandel announced yesterday County Commissioner Charles Collins says the county gets 11 500 and the city 11 900 with matching requirements Collins notes the city funds will buy equipment for the Frederick Police Academy and the county funds will expand the sheriff and state's attorney offices The federal program under Safe Streets and Crime Controler of 1968 is region based with local districts including Frederick County Five state regions totals for other subdivisions are listed with Baltimore City 836 000 and Montgomery County 167 000 among others.
