Havana March 25 The message of President Palma on the amended reciprocity treaty was read in the Cuban Senate. He advocates adopting the US amendments and refers the matter to the foreign relations committee for report Friday. Ratifications must be exchanged in Washington before March 31 or the treaty lapses.
