Maryland House races to revive liability insurance reforms

The Maryland House votes 74 to and 4 to open two bills aimed at lowering doctors liability insurance costs. One bill would let judges deduct damages by sources such as pensions from awards. the other would require plaintiffs to prove gross negligence in medical malpractice before judgments. Leaders say the measures seek to curb premiums for doctors, daycare operators, and local governments, while opponents warn of weakening victim rights.
