City to gain sewage taps after plant issues delay

Maryland House OKs seat belt bill after 13 years
The Maryland House of Delegates approved a mandatory seat belt measure 80 to 45 at 12 21 a.m., sending the bill to conference with the Senate where similar legislation already passed in January. The bill would fine drivers or front-seat passengers up to 25 dollars for beltlessness during stops for speeding or other offenses. Frederick County delegates Littrell supported it, while McClellan Morningstar and Hattery opposed. Morningstar had previously opposed in committee. Hattery said the bill is too intrusive and invoked odd hypotheticals while questioning reach beyond seat belt use.

Man charged in spree ends with $25 theft from police
Frederick police allege Willie M. Ellis of 87 South Market St maced a man and attempted murder during a weekend crime spree. He allegedly shot Frederick resident Frederick R. Proctor on West All Saints Street and later swallowed $25 reportedly taken from police headquarters. Authorities say Ellis had 11 bags of what appeared to be marijuana in his possession when arrested.
