Gilchrist threatens countywide trash cuts over Laytonsville funds
Montgomery County Executive Charles Gilchrist warned the county council he would discontinue all trash disposal if a $420,000 appropriation to open the Laytonsville landfill is not approved. He cited funding needs for Oaks dump operations and debt service as he pressed for immediate action ahead of a potential Court of Appeals ruling on the Ficker Amendment. Council members questioned the tactic and urged dialogue with Gilchrist staff amid budget pressures and ongoing conflicts over the Laytonsville project.
