Detectives Galt and Berringer cracked a long running Baltimore theft system by arresting 15 juveniles under age who operated from a shabby Bay Junction area hideout. The gang split into two groups, one stealing freight cars and the other stealing from shops, with goods moved to a Baltimore shop for resale.
