A city police report shows 1961 saw 359 complaints with no arrests and 102 arrests, up from 344 and 87 in 1960. Fifteen and sixteen year olds led offenses, with larceny, disturbing the peace, breaking and entering, and drunkenness prominent.
The Potomac River crested at 19 feet at Point of Rocks this morning after rising since Wednesday afternoon. The water was at crest level for several hours and is expected to recede later today. Weather outlook calls for sunny skies and mild temperatures with more rain possible Sunday. The month’s precipitation totals reach 3.21 inches at the airport, with 0.32 inches needed to match the monthly normal.

A second collision on East Church street involved Douglas M. Hooper and Carolyn S Crouse. Crouse was cited for failing to yield. A Clarkburg man was hospitalized after a separate Md 285 121 crash. Montgomery County Police investigate.
Lyndal Ray Smyth, 37, listed as one of the FBI ten most wanted, was arrested at the Golden Ring Inn in Baltimore after patrons recognized him from a newspaper photo. He had escaped from San Quentin in 1961 and had been living under an assumed name in Milwaukee before returning east. He arrived in Baltimore March 17 and faced arraignment before a US Commissioner.
William C Flautt a well known retired watchmaker and jeweler died about 10 15 am today at his home on South Jefferson street aged 81 He was born in Maine Pleasant and operated a jewelry store on West Patrick street near the Buffalo Restaurant later worked for Remsbergs Jewelry Store He and his wife who survives him recently observed their 85th wedding anniversary They have a sister in Washington and a brother in Baltimore The body is at the R E Catley funeral home Arrangements will be announced.
A 34 year old man was freed after a preliminary hearing failed to bind him over for a grand jury on arson charges involving his 1962 Pontiac. The State argued the car was burned deliberately. Arnold claimed it was stolen. Witnesses noted missing items and poured liquid at the scene. no proof tied him to the blaze. Magistrate Bennett called it very close and dismissed the case for lack of sufficient evidence.
The five day forecast says temperatures will run about 3 degrees below normal with mild Saturday and cooler Sunday then warmer Monday and cooler again by period end. Fire swept a three block area in Baltimore, killing five children and damaging a B and O repair shop. The blaze prompted emergency crews to battle flames through the night, with authorities investigating the cause as residents watched the smoky scene.
State Police arrested three adults James D. Witmer 28 Paul Hausler Jr 18 and William J. Burras Jr - all jailed on 500 bond for larceny after a Middletown man reported a radio three clocks and a vacuum cleaner stolen from his home. Two juveniles 17 from Frederick and 15 from this city were charged with delinquency and released to parents. Victim John W Crone told police the theft occurred after the group offered to drive him home March 12. Items not recovered.
Public Health Service and Weather Bureau officials say most debris from last fall’s Soviet tests should begin to descend from the stratosphere soon. Strontium 90 in milk or meat is unlikely to require protective measures, though first increases in milk may appear within a week of initial fallout, with precise analysis taking six weeks. The peak fallout is forecast for late April to early May, then tapering through June.
In Rockville Maryland a Montgomery County jury awarded $125000 in damages to James B Straughn executor for Emma Kissier who died at 85 after bedsores allegedly caused by Le Dean Gardens Sanitarium Forest Glenn and owners Dr Richard B Thibodeau and Lena Dunkum The verdict described as the highest yet by a Montgomery County jury will be appealed by the defendants.
In Baltimore two fires killed five children in a North Baltimore four story apartment. Fire officials say the basement blaze may be arson with no signs of accidental ignition. A separate 12 alarm blaze at Mount Clare yards destroyed a railroad repair shop injuring one nearby resident.
Governor Tawes signed 122 bills from the 1962 Maryland General Assembly. He withheld two measures raising horse race taxes one percent at thoroughbred tracks from 12 to 13 percent and one percent at harness tracks from 15 to 16 percent. Major tracks Bowie Laurel Pimlico seek public hearing on the thoroughbred bill as extra funds go to horsemen.
