Agriculture Department Is Criticised By House Panel
Washington March 21 The House Appropriations Committee sharply criticized the Agriculture Department for overlap and duplication across multi billion dollar programs. It urged a thorough study by Secretary Brannan to streamline activities and improve efficiency. The report cites independent programs and lack of advanced planning in insect and plant disease control, noting concerns echoed by the Hoover Commission. The panel’s findings accompany a proposed 1951 appropriation of 1.28 billion for department activities excluding price supports, about 30 million more than this year, with salt and moisture conservation payments totaling 282.5 million.

Dismissal of Complaint Is Recommended
An ICC examiner questioned the commission's authority to order passenger service cuts amid a coal emergency. John A Russell recommends dismissing Lydia Heflin's complaint against Ballimore and Ohio Railroad, arguing the ICC lacks power to regulate individual passenger trains. He says railroads may use managerial discretion during fuel shortages, urging further commission review of its service order scope.
