May Change African Aid
Assistant Secretary of State G. Mennen Williams urged Kennedy to boost Africa aid with quick impact programs such as medical care and supplies. He noted good will toward the United States but warned of racial discrimination and lingering U.S. policy issues. Williams reported a 24 000 mile Africa tour and said the President would disclose recommendations. He observed rising Communist activity in Africa as China and the USSR compete for influence.
