House panel votes aid surplus plan for Marshall era
Washington March 20 The House Foreign Affairs Committee backed a billion dollar swap of farm surpluses to Western Europe in lieu of cash for the Marshall Plan. If approved by both houses, the plan would cut cash for the Economic Cooperation Administration to 1.95 billion next year while transferring surplus commodities worth up to 1 billion from the Commodity Credit Corporation. Oregon-born Rep Kee and Rep Vorys defended the move as aiding the Marshall Plan while reducing the taxpayer burden, though critics warn it could raise long term costs and shrink demand for farm products. Hoffman stated the immediate impact on Marshall Plan funding remains to be studied as authorities identify eligible surpluses like wheat cotton and tobacco. Kee warned the scheme could hurt recovery efforts and force higher government payments to maintain prices.
