Allied intelligence reports Huynh Tan Phat replaces Nguyen Huu Tho as chairman of the Viet Cong National Liberation Front to smooth direct peace talks with the United States. The shift aims to exclude the Saigon government from bargaining and may position Phat at NLF HQ in Vietnam or Cambodia, with Tho keeping influence if negotiations falter.
