McNamara Eyes Idle Bases as Job Corps Sites

Secretary of Defense Robert McNamara proposed using idle military bases as training centers for a proposed 100000-man job corps to combat poverty. The program would house youths ages 16 to 21, provide basic education, and help develop job skills under civilian control, citing high draftee rejection rates as justification. Welfare Secretary Celebrezze estimated poverty eradication could raise GDP by 10 to 15 billion dollars annually and reduce welfare costs.
