Byrd Critiques Eisenhower Road Plan And Bond Approach
Senator Byrd contends the highway program would grant the federal government dictatorial road control. He opposes a 21 billion bond plan and argues states should collect the 2 cent gasoline tax instead. The debate centers on federal debt, interest costs, and whether the interstate system should be federally managed.

Paris Treaties Are Approved by West German Parliament
In Bonn on March 18 the West German Bundesrat approved the Paris treaties to arm 500,000 Germans on the side of the West. The vote was 29 to 9, completing the parliamentary action and sending the pacts to President Theodor Heuss for signature. Also approved was an agreement with France to Europeanize the Saar Valley coal region. French officials hailed the move as advancing European defense, while opponents filed a Constitutional Court suit over the Saar pact. The Bundestag had approved the measures on February 27, and the fate of related arms pacts rests with France. The five remaining nations must still ratify.

Maryland State Board of Health endorsed a priority order for the Salk polio vaccine. About 150,000 first and second graders in Maryland would be eligible this spring if certified. The plan places kindergartners over a year old, pregnant women, all other elementary students, and older household members with students at the top. A decision on final certification was expected April 1 after a limited test.
