A 21 year old man, Anthony Chapouris of Frederick, was arrested outside Tullys bar at 1080 W Patrick St early Friday and charged with carrying a handgun in public and recklessly endangering about 150 patrons. Police said a security worker flagged a 2 caliber Intratec Tec-22 loaded with 15 rounds, safety off, during the 1 07 a.m. incident. Officers Pfarr and Yingling led the investigation.
