Kennedy Victory Clears Byrd Tax Pivot In Jobless Bill
The Senate passed emergency unemployment benefits after defeating Sen. Byrd's state financing plan. The bill then returns to the House with minor amendments, delaying start of the $27 million aid to as many as three million jobless workers beyond April 1. A four tenths of 1 percent tax funds the $927 million program, aimed at aiding those exhausting regular benefits within two years. Byrd warned states would pay more taxes than benefits under his approach.
