Frederick County Council of Governments holding a four hour session approved a six month moratorium on all county zoning applications while weighing a plan to seek nursing home funds and reviewing shifts in state and federal law enforcement funding. Zimmerman explained the Adamstown sewer change withdrawal due to metropolitan policies not yet defined. He suggested re-advertising the matter for April and possible return to COG in May, while community voices urged a timely vote to avoid repeat appearances.
