City officials argue parking fines clutter courts and many flagged drivers try to beat the system but end up raising the fine from 3 or 5 dollars to 35. Collecting these fines funds garages and meters, helping keep the system solvent. Last year the city took in 182,565 dollars from 40,024 offenders with 11,953 receiving late notices. Most pay promptly, though some carry fines over year to year.
