In a Washington dialogue on the Nicaragua canal leading to shifts of advantage among Costa Rica and Nicaragua, commentators dismiss the assertion as baseless. In Shamokin, a town council meeting saw councilman J. J Peiter push a regulation, while allegations of bribery involve several former officials. McKinley Backs Free Trade With Puerto Rico After Congress Yield
President McKinley told callers at the White House that Puerto Rico should have free trade with the United States with no change from his Message to Congress. He noted the constitution does not automatically grant that right but consented to a small tariff tied to revenues for the island and urged a Supreme Court ruling on the constitutional question. He thus agreed to sign the tariff if Congress imposes the condition.
