Pending aldermen review at the March 17 workshop and final action on March 18 commit NewComm Net to hire 246 workers and lease 40 000 square feet within a year. If breached rent rises to 12 per square foot. Agreement covers fiber optic facilities and transmission rights in city rights of way. Woman files racial suit against FMH
Barbara A. Clark, the first black director in Frederick Memorial Hospital's Medical Surgical Nursing unit, filed a federal racial discrimination suit in Baltimore in February seeking lost pay and damages after being fired in June 1996.
