Younger Men Get First Call
President Johnson called for a lottery style draft system under Selective Service and urged Congress to extend the draft law four years. He said deferments for fathers essential workers and most graduate students would end, though undergraduate student deferments may remain under review. He postponed a decision on ending student deferments and kept hardship deferments. Johnson signaled many changes would unfold over months and perhaps not until 1969. He did not commit to slashing local draft boards and ordered a study on consolidation. Draftees would be mainly 19 year olds chosen by lottery and thus eligible for a single year of service with possible escape if not needed.
