Russia wary, now ready to talk on Germany
West Berlin Mayor Ernest Reuter said Russia may join four power talks if political freedom in East Germany is truly restored. He warned the Western powers to condition talks on liberty gains and urged stronger U S and British stance to deter German militarism while avoiding war. He also noted Americans fear war with Russia is less than Berliners' daily danger, and urged rearmament only with mutual trust and moral appeal. United Nations Plans International Army Start
The United Nations will begin work on plans for an international army ready to beat down aggression. It would be controlled by the General Assembly, not the Security Council, and stems from the Acheson anti aggression resolution. Assembly President Entezam hailed it as key to peace. The plan asks member governments to earmark units for service when called, with possible global voluntary recruitment.
