Winter weather kept Frederick County schools closed as snow and ice layered roads and prompted a state snow emergency as winds gusted to 30 mph. Two injuries were reported in county crashes and highway crews battled drifting snow with limited salting.
John William Collins, 28, formerly of Bartensville, was shot in the back Feb 19 in Cleveland by Robert Lee Smith while Smith handled a .25 caliber pistol. Collins died Tuesday in Cleveland. Smith is held for a jury trial on manslaughter charges. the pistol was not recovered.
George Bernard King 19 of West Sixth Street was sentenced to two years by Circuit Court Judge Samuel Barrick after pleading guilty to three counts of possession of marijuana. Each count received a one year term, to be served consecutively, amid the court noting marijuana cultivation and sales to friends, with co-defendants previously given probation in related cases.
Saigon reports hundreds of U.S. helicopters ferried South Vietnamese troops six miles deeper into Laos, near Sepone on the Ho Chi Minh trail, as Saigon forces face new North Vietnamese counterattacks. Commanders say air mobility dominates and casualties rise. Ky calls for stronger U.S. air support.
President Nixon asks Congress for a one third rise in federal outlays to fund manpower programs under revenue sharing. He seeks $2 billion for the first full year starting Jan 1, with funds allocated by the secretary of labor to high unemployment areas and time-limited public service jobs as stepping stones to private employment. AFL-CIO criticized the plan as undercutting the federal minimum wage and not creating enough jobs.
The Frederick County School Board unanimously approved a negotiated teacher contract after closed doors. The board deferred action on the superintendent’s proposed 1972 operating budget of 19.7 million, voting 3 to 4 against accepting the presented budget.
The Board of Education plans to ask county commissioners to add 64 378 to the Rock Creek Center equipment budget, raising the total from 63 863. The proposal includes funds for a dental office staffed by local dentists and aims at greater cooperation among child service agencies to avoid duplications and focus on the child.
Frederick County Commissioners consider joining Carroll County to seek exemption from a new state zoning law that limits rezoning to change in land use or original zoning mistake. Carroll officials pressed for exemption and cited past changes blocked by the rule. Frederick planners say the law formalizes existing practice and questions remain before any action.

A false alarm at Shamrock Restaurant on Franklin and East South Street at 5 56 pm with similar responders. An ambulance call at Betsy Ross Trailer Park Lot 30 at 1 52 pm with Independents Carroll Manor and Junior Ambulance. Emergency 2 Routine 5 jail population: males 50 females 3.
New York stocks showed a slight drift with blue chip declines while the market overall rose. The Dow Jones industrial average stood at 880.75 after a 1.64 point drop at 10:30 a.m. and NYSE advances led by a slim margin over declines.
Paris AP reports chief Communist delegates boycotted the weekly Vietnam peace talks over Nixon era war facts. The United States accused them of showing no interest in settlement and urged recognition of the illegal North Vietnamese presence in South Vietnam Cambodia and Laos.
President Nixon will hold a 30 minute news conference on foreign policy at 9 p.m. EST today. The White House said major radio and television networks will carry the session live.
Annapolis Maryland Governor Marvin Mandel pressed Baltimore City to lease Friendship International Airport to the joint city state authority or face legislation for a state purchase estimated at 27 million. He warned the legislature may act to acquire the airport if city action remains slow while noting funds and school construction measures benefiting 24 subdivisions. Mandel also questioned federal court oversight of prison procedures and urged a clear legal ruling on whether courts can dictate state prison administration.
