McClellan bill seeks state oversight of Maryland pilots fees

A House of Delegates committee heard Del. James E. McClellan bill to reform the Maryland Pilots regulatory board and end independent fee setting. The measure would have Public Service Commission oversight based on vessel size and voyage time, with rates tied to fatigue factors and labor hours for long Chesapeake Bay passages.
