Gore breaks tie as Senate passes Clinton tax bill

Vice President Al Gore cast the deciding vote to pass the deficit reduction plan, delivering a major victory for President Clinton. Republican objections centered on higher taxes, especially for Social Security recipients, and rural energy taxes.

The Frederick County Commissioners adopted a fiscal 1994 budget providing a 1.5 percent cost of living adjustment for county employees on July 1, with another 1.5 percent on Jan. 1. The plan, delaying the full 3 percent COLA to the new year, also funds a 3 to 4 percent step-increment raise. The July raise costs about 1 million, with portions allocated to teachers, the county, FCC, and school board. The decision prompted negotiations with the Frederick County Teachers Association, which called the July raise a joke.
