Tax overhaul inches toward law as Senate votes

President Reagan calls the Senate tax reform vote a vital step while Packwood hails a “great victory for America.” The bill would cut individual taxes on average by 6.4 percent, raise taxes for 25 million people, and shift 105 billion dollars of tax burden to corporations over five years. It would expand exemptions, raise standard deductions, repeal medical and sales tax writeoffs, and roll back capital gains preferences. Only three Democrats opposed the bill, with Melcher warning rural and small operators would be hurt. Dole cautioned loopholes remain.
