Maryland to offer free Internet statewide starting summer
Maryland will become the first state to provide residents free Internet access via Sailor, a state run gopher. By late July access numbers will be posted and by September service spans almost 90 percent of Maryland with some western and southern regions using long distance numbers next year. Continuous access will be limited to 192 dial in users at a time and basic email and file transfer will not be free, with annual fees of about 35 and 100 dollars for broader packages. The program is funded with 2 million dollars in federal money and 800 thousand dollars annually to maintain, with debates on censorship and competition from private providers.
