Negotiations fail to reach accord in auto emissions program dispute
Maryland DOT Secretary Lowell K Bridwell told a Senate committee two days of talks with Systems Control Inc. on the Vehicle Exhaust Inspections contract failed to produce an agreement. SCI sought about 20 percent more money to run inspections, arguing delays pushed start to 1988 and raised total cost from 61.8 million to 73.2 million. Bridwell noted the contract is fixed price, not cost-plus, and a few tentative items were dropped.
