Municipal leaders meet as terHorst speaks at Ocean City convention
Several hundred Maryland municipal representatives gathered in Ocean City for the state conference. Mayor Ronald N. Young opened with a call for progress through performance and later passed the presidency to the next leader. Jerald F. terHorst, former Ford press secretary, delivered the keynote on press relations, urging officials to engage reporters regularly to curb miscommunication and to avoid labels as liberals or conservatives.
