The Scott bill creating a governor secretary of the commonwealth and attorney general board to pass on rapid transit franchises drew opposition as a “raid on the treasury.” Debates included McClain opposing a $25,000 Penn University appropriation, warning of treasury overflow and state bankruptcy. Senate clashes over a ward justice of the peace measure preceded final passage. A Free Hospital for Poor Consumptives bill faced amendment moves to rename sites Philadelphia and White Haven. $10,000 for Philadelphia care and $100,000 for White Haven hospital. Finn demanded conditional funding. no agreement reached and he threatened to withhold vote without amendments.
