Maryland farmland preservation under fire in Frederick County
Frederick County Agricultural Preservation Advisory Board chair Roya Smith warns the state funded program faces mismanagement and has too much money. The plan buys easements from farmers, paying about 950 dollars per acre, exchanging land rights for cash. Continued on Page A-2.
