Frederick mayor cleared in Plaza developer selection probe

The Maryland State Prosecutor's report finds no direct mayoral influence in awarding the Carroll Creek Plaza contract to Arnold and Briggs Associates. It notes a $15,000 loan to a business co owned by the mayor and a local attorney but contends the loan served legitimate business purposes and did not aim to sway the selection. Ground breaking for the $11.5 million mixed use complex is planned mid July on Carroll Creek.
