Zoning Approval for 90 Highboro Drive Under School Capacity Pact

Frederick County Commissioners approved zoning for 90 Highboro Drive in Rolling Hills in December 1980 with a condition tying final subdivision plats to school enrollment. Payne trimmed estimated 20 lots to 11 and planned early road work. He argued new homes priced at 90 000 to 100 000 would attract few school children. Planning staff urged approval without schooling limits but proposed delaying lot recording until September 1983 when New Market Middle would be under capacity. Kemptown Elementary and Singamore High were not expected to be overcrowded. A motion by Commissioner Joseph Free passed to record two lots in 1982 and three more over three years.

He sought a 30 percent cut over three years. the compromise includes a 2.25 percent three year cut beginning October 1, plus marriage penalty relief, estate tax cuts, and incentives for savings. Democrats warn the individual cut favors the wealthy and business cuts are too liberal. Reagan aims to win a 4 percent GOP conservative coalition in the House despite a 21 seat Democratic majority.
