Built-In Veto Seen in Communist Proposal Strategy

The piece notes Eden and Bidault struggle to recognize the futility of endless talks amid such veto patterns. Anne TMINNER HELD Frederick Zonta Club dinner notes follow with Marian Spinning as guest and twenty five members present.
