Frederick County Commissioners narrowly approved a 193 million operating budget with a 2.26 tax rate Tuesday night using unaudited surplus and impact fees to fund capital projects. Judge Richard Matsch limits some evidence to avoid inflaming jurors while allowing about 45 witnesses over three days. The panel, already convicting McVeigh of murder and conspiracy, must reach a unanimous verdict on death or life without parole.
