Four months after Super Bowl XVI shifted Bourbon Street North into a lively pregame hub in Pontiac, the five block stretch shows deserted storefronts again. Local businesses closed and many patrons moved on, while officials plan to lure investors with a Private Initiative Assistance Project and new offices from GM.
