Carroll drug abuse center seeks new home in old jail
Westminster and Carroll County consider moving Junction, the outpatient drug abuse center, into the former jail to cut rent costs amid 10 percent federal budget cuts and potential 3 percent state reductions. The jail’s restoration and availability, plus proximity to courthouse offices, factor into the plan, with a 12 to 18 month timeline if approved.
