Tuition credit plan clears House vote falls short

The House approved a tuition tax credit measure by a narrow margin but failed to reach a two thirds vote for overriding a presidential veto. The plan would credit 35 percent of tuition costs, with caps rising to 250 dollars for higher education by 1980 and 109 dollars for lower levels, ending after three years unless renewed.
