High Road Costs Threaten Maryland Road Program
State Roads Commission member Russell H. McCain warned Kiwanis Club that rising road construction costs risk delaying Maryland’s modernization plan. He outlined price increases since 1940, current per mile costs for primary and dual highways, and a five year funding schedule, noting prewar price levels and obsolete mileage. He praised James H. Gambrill Jr. for safeguarding the Frederick Hagerstown highway and discussed toll roads and bridge tunnel options.
