Shift traced in state's pollution problems
ANNAPOLIS AP Paul W McKee retires as assistant secretary of Maryland Natural Resources after a long career shaping pollution control. He recalls 1947 rules as a vague prohibition on harming fish, a $30 000 budget, and field checks with wardens. The federal role grew in 1959 and major reform came in 1964. Now the state tackles chlorinated hydrocarbons and nitrates, marking a broad evolution from sewer pipes to modern standards.
