Man Sentenced to 18 Years in Maryland Penitentiary
Cecil Marks, 4, was sentenced in Washington County Circuit Court to 18 years after being convicted July 12 of second degree murder in the shooting death of his estranged wife Mary Ruth Marks on February 17. The court noted the possibility the verdict could have been first degree murder, given he went with a gun to see his wife planning to take the law into his own hands. He testified he did not realize the revolver was loaded and could not confirm who fired the shot during a scuffle. The jury found him sane at the time and sane now despite his insanity plea. He had custody concerns and worked in Washington while living in Frederick, spending weekends with his sister in Hagerstown.
