Lieutenant Smith accuses officers over prison abuses
Lieutenant Frank H. Smith testified before a House subcommittee at Governors Island that General Strong and Colonel Grinstead ordered harsh treatment at Farm No. 2 near Paris. He said higher authority knew of brutal conditions and that prisoners were to be treated as general prisoners. Witness cited food and fuel shortages and mud sleeping, while denying direct beatings.
