Maryland Bar Rules Block Out-of-State Lawyers Practice
Attorney General Francis Burch concludes out-of-state lawyers cannot practice in Maryland without Maryland bar admission, even when limited to federal or association with Maryland attorneys. The opinion cites prohibitions, narrow patent-trade mark exception, and notes a California and New York precedent on foreign-law practice. It warns that relocating a Washington DC firm to Maryland would violate the bar admission requirement if Maryland-licensed work is performed from a Maryland office.
